No not good at all. It’s hard to regulate stupidity, so the FAA will do it for them/us. I wouldn’t be surprised if other countries adopt rules close whatever the FAA dreams-up...
What’s any drone doing flying that high? It must take 1/4+ a battery to get to 1600’, no?
