I personally have mixed feelings about this. I understand that they want everyone to be safe with drones but making a person register their drone isn't going to make them a safe flier. I also see this as a way for them to put OUR money in their pocket. True it was only $5, but when you multiply that by 3 million registrations, that is a lot of money.
